  2. Besides the appearance of a conflict of interest, it seems to me placing anything over the windows of a patrol car would be a safety concern. Increased patrols or police presence for restaurants offering free meals to officers seems to me to be unfair to businesses who don't serve food and therefore can't 'buy' the same level of protection for themselves...

Generally speaking if you carry comp and/or collision coverage on your policy for a vehicle damaged by another driver, you can have your company pay for repairs and in turn they can recover the cost of repairs through subrogation. I don't think the question to ask is whether you can work a regular job during the session...the responsible thing to do would be find a full time, year- round job that would enable her to pay these debts and leave politics for someone who has their act together.
