I believe you can call the non-emergency number and ask them when it would be okay to test a 911 call. I think you usually have to do it after midnight during the slowest part of the day, and they can verify that your cell phone is reaching the correct 911 facility. Your cell phone simply goes to the nearest tower and transfers to the nearest 911 facility. However, in some municipalities, that might not be your correct 911 center and they will ask if your are calling from [your city] and re-route your call if necessary. -
