Based on what? There were no issues at all with text messages being sent and received by folks in the area following the detonation. The problem was with phone calls needing a dedicated line and using higher bandwidth that caused them to become unavailable with an estimated nearly 50,000 folks trying to use their cellphones all at once to make calls.
