You know what you forgot about? That toll on GA400. Them same smart people said when they once that road got paid for, they'd remove the toll. That road has been paid for, toll is still getting collected, and traffic still sucks.

I've been told that in some instances, the hiring manager already has a candidate in mind (think friend, former coworker, etc) that will fit the very specific qualifications, but in order to get around some of the politics (not promoting from within, offering a higher salary than current employees) they can legitimately exclude otherwise qualified candidates.
