Doesn't take much to figure out that you are a contentious sort. And humorless. Unless the uphill neighbor did some landscaping that altered the terrain, and you can prove his actions caused you damages, we are back to the question---did you not know water runs downhill? You bought the house, live with it. Or move. Which would make me at least twice as smart as you, Ray-Ray.
