I went through one of those constructions zones in Alabama a few years ago on a Sunday evening. There was no construction going on, but they did have the signs up. I didn't slow down from 65 to 55 right away, and a highway patrol officer coming from the opposite direction passed by me, turned around, and pulled me over to give me an opportunity to contribute to the revenue of the state. It didn't matter if workers were present or not.
