My thoughts in general on this type of topic, the topic being someone who is not financially supporting their child or children, is that when the two parents are no longer together, they both need to support (both financially and emotionally) the child or childern. Not only because they owe it to the child and not only because it is best for the child, even though these two reasons should be enough. I have always worried more about some small time "leader" starting some crap that turn into a major war, rather than the leader of a large country.
