This seems to say the children are not currently receiving their fathers Social Security Benefits. This information is needed to determine how much child support the father would be required to pay. If they were receiving benefits they( the benefits) would be considered support paid by the father and reduce the amount he has to pay out of his pocket. These benefits would be paid directly to the children through the custodial parent. It does not mean they could not receive them in the future.

I think she believes they are not taxable because the buyer is not required to report the transaction. Many items of income are self reported, just because you do not receive a 1099 does not mean it is not taxable. Billions of dollars go unreported every year because of this and when you try to tell them they are committing fraud they think you are crazy.
