The iPad can be either WiFi or 3G + WiFi. The 3G uses ATT's network. As for a comparison, the iPad is limited in what it can do since it is not a full function computer. It is best used for content consumption (movies, games, etc..) rather than content creation. Don't get me wrong, for what it does do, it does it much better than a netbook. A netbook is really just a baby laptop with a smaller keyboard and screen. Also the processing capabilities are not as good as a laptop since the typical netbook processor is not as powerful. I have never had a good understanding of the value of various currencies. I would be willing to pay a little more for USA goods. However it is very difficult to manufacture an item that requires alot of labor. The average Chinese worker makes about $1 per hour while our minimum wage is around $7 now.
