I think the two lane divided highway is a different situation than a multi-lane interstate highway. However, restricting travel from the far left lane except when passing will do nothing but add to traffic congestion - similar to merging traffic to one less lane of travel. I think the law should state that it is okay to travel in the left lane but if you are being overtaken by a faster moving vehicle then you must move over one lane to let them pass.

If this law passes and is not worded correctly it could cause the remaining lanes of traffic to become overcrowded. Everyone would like to have more lanes on the interstate. I've got Windows Vista Ultimate on my desktop and haven't ad any problems with network connections. I think the first televised execution by lethal injection would be such a disappointment for the viewers. It wouldn't be anything like viewers would expect or have seen played out on TV. The professionals in the eye center or pharmacy are just a certified as any other professional working elsewhere. The doctor working in the Walmart eye center is not a Walmart employee.
