It sounds like states that allow public corruption to pass without arresting / conviction those involved get a pass on the report, and those states that don't put up with it, specifically targeting corruption will be more likely to be listed.

Doubtful. It seems that TP (and the anti-growth crowd) are the only ones driving any real view counts on p.com. Them more views, the more $$ pubby can charge for advertising. The best thing is to do your best to totally avoid posting on his topics.
