So the week goes by get a call to confirm my appointment on Monday the 4th. So if you got a call confirming/moving your appointment to Monday the 4th, did they not make it clear that it was being moved due their office being closed on Thursdays?

No, the intersection of Nebo & 61 at the Texaco. However, I go to church with the site manager. The closer for that area is due a HUGE pipe that has to go under the intersection. This cannot be done without the closure.
