"pretty much a sealed container" leave a lot of room for intrepretation. Was it the unopened box, an opened box that had been resealed (if so, how was it resealed), or a tupperware style plastic container? Also, how long had they been in the pantry?

I believe the 'kicking off' could be one of 2 things. It probably is the thermostat coming up to heat and cutting it off, just like any other heater. If this is the case, it will come back on when things cool down a little. The other possibility is the O2 (or Carbon Monoxide) sensor is cutting it off due to too little Oxygen or too much Carbon Monoxide. -

I think I'd be more worried about some random person who's there dumping their stuff seeing and grabbing the papers than one of the inmates.

Employee A is contracting out their job. Would it be OK if they paid person C, who wasn't even employed by the county? Then there's the fact that the county isn't actually paying an employee for the hours worked, but paying someone to contract out the hours. What if employee B got hurt on they job? They aren't 'on the clock' so workman's comp wouldn't be obligated to pay.

If they walked past security in plain sight, nothing should happen to them. The security procedures should be reviewed to find out how they got in. If they snuck in, totally bypassing security, they should be charged with something, and security procedures reviewed to plug the holes. -
I don't see it in the OP, but I wonder if the transfer was between two accounts at the same bank in the same name, or accounts in different names, or to an account at a different bank.

Which is why I didn't post the question when my wife first called to ask me to check here. I can just imagine someone answering the phones at the school wondering why everyone was calling asking if someone had been shot. I can only guess it took time to but two and two together to determine what the rumor was really about.
