I think because of the "deals" Netflix has been making, one of the concessions is that they cannot count Netflix traffic towards your bandwidth limitation on Comcast at least, that's because Comcast is part of NBC now or whichever, and they're already charging Netflix to play, so they cannot turn around and hold customers to more money. Oh, they'd like to, but I've seen it stated before certain carriers have said they aren't counting Netflix traffic because of these deals that went on last year.
