The property line dispute is indeed a civil one. When the Sheriff's a office responds and is told by you and the neighbor that you both own a particular piece of property--especially in the vicinity of where they border--they are telling the truth when they say they can do nothing. You will have to file suit in the courts and petition for a judgment based on surveys and other necessary records. Beyond that, I would get video evidence of the BS they are pulling and then go see the magistrate judge to seek criminal redress.
