A title bond just protects you in case another owner or bank / lien holder comes out of the woodwork to claim ownership. The tag office can tell you who locally does this. I believe you are right, just every time i priced an attorney for traffic court, it was $500-$750. So, would you really save that much on lower insurance? And as far as lowering the speed 4 or 5 mph, from what i have seen in the court room, the judge usually does that anyway by you not fighting the case and pleading guilty. Don't need an attorney for that.
