I'm almost positive it's a state thing and not county by county, but Im just now getting my education on DFACS(thank God I have never been on the "receiving" side of them). There are proabably lots of loopholes though, just likw with any DFACS issue. Pcom has been such a nice distraction today as it turned out to be a bumpy one. Everything is still good, just waiting.
