an 800mhz digital system would be 20+ million dollars so I don't think they will go that route based on the fact of cost and that the current system is only 5 years old. I would by any conventional scanner off of ebayy. I use a Radio shack Pro-95. It scans conventional as well as digital (for Dallas PD and many surrounding counties.)

I especially like the "google earth" type view of battle sites. Give a good understanding of why certain battles were fought back then and how they played out in the grand scheme of defeating the Axis powers.
