did not read all the comments - but in my experiences in listening to scanner traffic, the SO will only do this if there is a deputy with a lockout kit available. If they all have calls then they tell the caller they cannot help. If there is a child locked inside then FD and SO/HPD are dispatched.

I think if there is a little effort required to file a complaint then you have a higher percentage of legitimate complaints. I could simply file complaints at the push of a button you may find people sending the marshall out on people they don't like just because they want to be a nusance

In my subdivision we have had good luck with filing complaints with he Marshal's service and getting results - having lot owners clean up their property.
