  5. Was your water working properly before this happened? Honestly not being a smarta$$ ... have you paid your water bill? It is highly unlikely that your pipes are frozen if you or others in your house took showers, etc. this morning. It's just not cold enough. Do your neighbors have water?

  17. If I had to guess (and it is purely a guess), it is intentionally done during a high traffic time in hopes of drawing more people into the event.
