The quality of those photographs are amazing. They should be able to figure out a good place to establish a colony out there and make sure it's not in a bad neighborhood... Thinking back to previous photographs from years ago, I wonder how many people actually believe these pictures are fake and not of Mars?

A city or county government is a lot different than a private or public corporation.
