I truly feel like the people being bullied are the new problem. People have been taught to tell their teacher, police, or someone else when something bad happens to them, and this causes a complete lack of self-reliance. I think there would have to be light rail access for that to happen at all because ITP people almost never, ever leave the perimeter unless it's in a craft being operated by a person other than themselves.
