Relative humidity is the measure of water vapor in the air. What happens when the humidity is high, evaporation is slower and sweat will lay on your skin instead of immediately evaporating (turning into vapor). In low relative humidity like in Arizona, as soon as the sweat pops out it is evaporated so you don't get soaked with greasy sweat and it feels cooler. In short, the low humidity enhances our natural cooling system and high humidity kind of clogs it up.
