I say it is. If you are hitting a child out of anger and to leave a mark it is abuse to me. If I saw a kid with marks on his legs the next day I would be very concerned. YOu are hitting the child too hard then. If you choose to spank it should not be when your anger takes over your body. IMO If you are leaving marks like that you are allowing that to happen and you are hitting hard. I find that very sad. They are children.
