I remember when the social security card was not supposed to be used for identification. They used to print it right on the front. If I move and my drivers license lists my old address (and I'm registered at the new address) they may reject your vote. Since 15% of all folks in places like Paulding move every year ... they create a whole host of barriers to the ballot. pubby I'm not sure but you at least used to be able to get by with a utility stub with the new address if the data didn't match ... but with online automatic paperless payment systems, you're probably out of luck unless your DL matches your voting address.
