The first course on a repaving such as you describe is a leveling course. It's designed too take out highs and lows. If the d'ville phases are let the way that was planned, say 4 years ago, it'll be a minimum of 9-10 years from start of construction to completion in Hiram. There counting on the bypass to disperse traffic from that end. I'd look for both bypasses to be 4 laned by then.
