Well....considering: Every time they respond to a non-emergency medical request they would not use lights. Every time they transport someone to a facility non-emergency they would not have on lights Every time they return from an emergency call with no transport they would not use their lights Every time they return from a hospital transport they would not use lights Given that makes up probably 75% of their runs I do not see how anyone could reach the conclusion you just did.
