Actually, the dealerships are only allowed to issue the first temporary tag, after that you are supposed to go to the tag office in your county around the 25th day from the purchase date with a form T-226 "Extension of Intial Registration Period Application"(provided by the dealership that you purchased your vehicle from) that explains that you have not received the paperwork from the dealership to register your vehicle. The county office is supposed to supply the second temp tag (which very few of the tag agents are aware of, but it is clearly stated in the Title Manual provided by the State

we had one of those for 3 summers, and even put a regular pump and sand filter on it! It served its purpose until we got the regular above ground pool and we definately got our moneys worth

We had a similar problem last year and it turned out that it was a french drain that was clogged, we had to dig it up and clear the pipe and put some rocks then bury it again and haven't had any more problems
