Worthy of a felony? No, if you notice at the end of the clip the child is starting to get up. (They are still in the store just at the back counter) As far as the redness around the child's neck... they should OUTLAW those kind of NECK harness and only have the upper torso/life vest kind. JMHO and this incident I hope brings about change to help prevent future cases like this!
