yes pepper spray is effective on dogs and no it want have any long term effects on the dog. its a VEGETABLE not a CHEMICAL. i would suggest you get one with a spray (cone ) delivery instead of a stream ( just make sure your up wind). but as to your original question, if your gonna own a dog you should be responsible enough to put up a fence

had the same problem. i had a sump pump in the in the back corner of the garage part of the basement. i put another pump in the opposite corner of the basement. we took hydraulic cement and went around the basement where the slab meets the wall. when i put in the sump pump, i dug a hole about 4 ft then put about a foot of gravel in the bottom( not as hard as i thought it would be ). we still get a little water in the garage but not much. a little more work and we should have it licked. I HOPE. good luck
