Cause I have no clue. It is porcelain with very stiff bristles in the hole, that almost but not quite reach the surface. I think I knew what it was at one time, but I think those brain cells died back in my wilder days. All little kids have a time limit and then then they act like "that". When mine was that age, we were at a restaurant (family type) and my brother (who had no kids) was around 45 minutes late. Because we were with my mother and father, we had to wait on my brother before we could order. Our food arrived just as the time ran out on my son being able to sit still (or as still as a 2-3 yr can sit) and not be a disturbance.
