I challenge those who think cops are always using "excessive force" to try this. Get a volunteer, someone of average size, and then you and another person try and put the volunteer in some dollar store play handcuffs. All the volunteer has to do is try not to let you cuff them. No one can hit or injure the other side. I think you will be shocked and surprised at how tough it it is to get someone under control who is resisting.
