Law enforcement has an additional duty to fulfill that takes priority before it moves to the next stage of beginning the prosecution, protection of lives and property in the community they serve. Let me repeat that since you seem confused....the claim was heard in court before a judge who dismissed the case after the evidence was presented. That means the fact finding went far beyond what would be done internally and the decision was reached just as our system dictates...by an impartial judge.
