What it has to do with is the choice of some folks to throttle speech. So while the government is constitutionally prohibited to interfere with the speech rights of others, other are also prohibited from taking in overt action to silence someone who seeks to speak. I think I've said before that I don't condone what the city of Dallas did. I live in the county and don't vote in city elections. I think it is unfair to say that I don't care. I do know that it was a city council decision and their purpose was to promote economic development.
