I can say with absolute certainty about a similar situation in Watonga Oklahoma in 1976 in which a high school senior was beaten severely by one Sgt. Taylor of the Watonga Police. There was no grand jury. What there was, was an open hearing by the city council in which witnesses were brought before the council and sworn as to the circumstances. Further, you think that it is a foregone conclusion that people will riot and want to prove the point by basically letting a secret grand jury decide that the officer is innocent and expect everyone to accept that finding as authoritative.
