Slight hijack-I have a question, just a little confused.... When everyone is talking about Dallas they are talking about the city limits right? Not the outsiders that have a Dallas mailing address right?

You were watering your lawn and washing vehicles between Dec and March? Wasn't that a bit cold? From what I understand that is the period they are averaging. Couldn't use Summer as that would make every one easily able to do it.
I am with those who say they should average by # in the household. There are 2 in mine (and 3 pets) but my water bill is $16 =/- a couple bucks each month. How much do they want US to cut back $1.60? Does anyone know how many gallons that is?
We have the same (2 people 3 pets). Our bill this month is 16.00 and that was 29 hundreds gallons.

Go Blue was having the same dilemma and I'm sure he will respond but, we got him an Xbox360 for his bday. We were both diehard playstation fans but I know he really likes the graphics on the 360.

I have to take my sick kids with me occasionally....but they are always prepared. I don't like it when other parents do that either...they are the ones whose little heathens are getting my kids sick at school!!!

But to the OP I understand what your saying. Unless its a pharmacy or a quick and I mean a couple items from the grocery store, I don't see the need to drag kids around but then again I wouldn't know

Well wise ass why don't you give us the right answer and then we will all follow you off the cliff as you are so wise.....
You will need to answer the following....
1. How much is the surcharge?
2. How will they calculate the usage for those that did not own a home in Paulding in 2007 or did not have Paulding water service in 2007?
3. Where is the money from the surcharge going?
4. How will they deal with billing cycles that add a day to your bill from the previous month?
...PSSSTTTT the water department can't answer these questions as of noon today so give us your best shot.....
