Because the Paris Accord is not directly about clean air at all. It could be a possible by-product of it's initiatives, though it's doubtful that the "science" would hold up. No offense intended because this is a generic remark; but I find that the vast majority of people who support the Climate Change agenda of the political left have very little real knowledge or understanding of science and even less knowledge of what the Climate Change agenda even entails. Trump got this one right. His decision was not about Climate Change at all, it was about the economic damage the agreement has already had and will continue to have on us. I never had the pleasure of meeting Thad, but even though I often disagreed with him politically, he always conducted himself with dignity, and he was typically much better informed than many who argue politics. Our discussions were always civil and respectful. He was also a member of the other site, though he mostly posted there when his wife was running for office. He contacted me 3-4 years ago to ask for help in solving some ventilation issues in the hatcheries. I advised him best I could and hooked him up with a local supplier for the equipment he needed. Hopefully it was helpful to him.

The president has no power to make law under the constitution; only congress has authority to do that. The president's only role in that is to either sign or veto bills. While it is customary for congress to listen to and try to accommodate any reasonable ideals of the POTUS; they do not work for him. The GOP congress was right to oppose much of the legislation that the left has proposed, I only wish they would have had the numbers sooner. Now that's funny considering Obama has issued more executive orders and memorandum that any president in recent history and exceeded what should be his authority more than possibly any president.
