At least at my work, there is a FLEX Spending Account for Health that works as you have described. The Health Savings Account (HSA) is an entirely different beast. You can only have one if you have a High Deductible Health Plan (1250 a year single, 2500 a year family) but will allow you to carry the funds over from year to year.

Sigh. Yep. I planted a plane with less than 20 minutes flight time into the ground due to not understanding the limitations of dual rate. It was my first aerobatic plane and had *huge* control surfaces and I was really scared of them, so I set the low rate very low to get a feel for the plane. Yep, standard RC Planes/helis are almost all third person view control. It makes it totally different flying than "In the cockpit" view since your control sticks reverse depending on what direction the plane is traveling (towards or away from you). "Full Scale" pilots who refuse training 'cause "I know how to fly, how hard could it be?" usually end up buying a new trainer after the first flight.
