however, one could contend that the absence of accidents makes one safer, not the presence of seatbelts.
i propose that if you're in an accident and not wearing a seatbelt, you should be doubly fined. but if you're not wearing a seatbelt when absolutely no accidents are occurring, what's the harm?
sure, you're increasing your odds of death or serious injury in an accident by not wearing one, but an accident isn't guaranteed simply beacuse of not being buckled.
