This "go into the office and fill out a form" type of "LAW enforcement" has been going on since the middle of Shearin's term as Chairman. I complained to him in person about the conditions along E. Paulding Drive from Citizens's Square intersection to Mt. Tabor Church Rd about half-way through his second term. He told me directly that "The Marshal's Office was the Commission's little private PD" and they didn't do anything without specific permission from one of the Commissioners. Meaning that they were nothing more than a little Gestapo available for pay-backs to political opponents.

I'd suggest that you find someone with a leak detection device and locate the problem. Replacing a 100' of pipe and all the trenching is going to be costly and require a bunch of landscaping repairs. My friend who owns a franchising company for plumbers suggested "American Leak Detection"...as this is a relatively new device/instrument. The local plumbers probably won't have that tool.

The diploma on my office wall is from the world's first (and still best) School of Journalism. Those 60+ semester hours (4.0 GPA ) of journalistic studies included copyediting, reporting, photography, advertising, and TV. Mizzou operates a daily newspaper, The Missourian, which covers local, state, national, and international news, as well as a commercial TV station, KOMU.
