The answer to your question lies in the groups of people whose right to vote is under attack. Blacks represent about 32% of Georgia's registered voters, yet of all the votes on hold 70% are black voters. Just an unfortunate ​coincidence I suppose.

If you can't win honestly gerrymander, if that's not enough shut down the polling places and erase the voter registration roll.
