You have to expect this sort of thing on craigslist. the best way to avoid it is to make sure you state either FIRM or OBO. if you list the price as FIRM then yeah people trying this are idiots. On the otherhand if you state the price OR BEST OFFER then youre actually inviting this kind of thing.

Under the law HIPAA records must be kept under double lock and key. to leave them in a readly accessible place is still a gross violation of the law and the violator can be fined up to ten thousand dollars PER instance. so if there were 100 individual sheets of paper with hippa information on it...well....the math is financially painful.
