  8. I'm no budget expert, but $4.5 BILLION is not small potatoes when you consider the total state budget. That would require a massive tax increase. A sin tax would not cover that amount.

  10. I'm sorry, that number came from an info graphic that I browsed briefly yesterday morning. I assumed it was the price of expansion. From what I now understand, Georgia's Medicaid spending will increase by $583 million under Obamacare even without expansion. The cost of a state Medicaid expansion is estimated to be $4.5 billion over the next decade.

A proposal for reform that gives poor people a real incentive to take responsibility for their health and make better healthcare decisions.
