Under the law, there are NO exemptions and waivers for friends of the Obama administration. Seems to me this "law" is pretty flexible.

And you are ignoring history by disregarding the clear fact that both parties have used this same tactic numerous times.

This is the part where I remind that those very same tactics have been used by both political parties at least 25 times since Nixon.
