  22. Out-of-control agricultural fires have killed at least 15 people, injured hundreds more and destroyed or damaged more than 1,000 homes in Siberia. (April 13) The Guardian reports that more than 26 people have died in this and that adults, carelessly burning a field, instigated this fire.   23. I suspect the people who put it there figure it is a way to recycle the paper. While it does seem odd to find it there, I don't know that everyone who might see it would use it badly which is to say, I don't think that identity thieves make it a practice to go to newspaper recycle bins. Ultimately, it would be a risk, obviously but what are the chances someone would drop more newspapers on top before an identity thief finds it. A risk for sure but not an enormous one. pubby
