Just reading the Obit I doubt there was enough room for details. Paper pulled it without details and I bet they would have yanked it quicker if there had been any.

Yes. He has always done what he wanted to do in spite of what Congress voted to do. Immigration is one area he has done what he wanted to do even though Congress put laws on the books contrary to his actions.
