Hmmm...that is interesting. Well they won't work anything out and could careless and are causing issues because one needs to protect their property by this act they did.

What would you do? Developer grades the land the way it should be so that water runs in the direction away from your house and your next door neighbor's house. Neighbor flattens their land, they install pipes under the ground so water drains in your direction from their gutters and their neighbors gutter spouts to the pipes as well, and the grade now runs toward your house/yard and floods it. What would you do about it?
