What I had heard in the news is that Carson said in his book that he had met General Westmoreland who offered him the opportunity to attend West Point, but he said no because he wanted to be a doctor. If General Westmoreland wanted someone to attend West Point, that person would have received an appointment. I can see how someone could have perceived that as being offered a scholarship.
