This is sad news. I interviewed Mr. Earwood years ago when he was the board chairman for Oglethorpe Power; which provided electric generation for many of the state's Rural Electric Co-ops. He had just put his signature on a half-billion dollar (or was it a billion dollar) bond for construction of power generating equipment. He was also associated with Greystone Power and served on its board. pubby

Because Paulding's commission form of government is a strong-chairman form. The chairman has traditionally been the leader. Post commissioners seeking to ursurp the powers reserved to the chairman are by definition insurgents. Why do you try to personalize the discussion? No, it was a strong chairman form of government. Time will tell if Todd is running for chairman. It maybe the powers elsewhere see his losing his seat and opening the door to a more representative commission where a Chairman Carmichael has a 3-2 majority, as too great a risk ... which could happen if Todd resigns his post and a pro-development candidate wins his post. pubby

Roadcrosses: I know Roger Leggett. He was not outspoken when he served on the BOC as a post commissioner ... and was replaced by a person who was even less outspoken. He is conservative and obviously a Republican, as is Carmichael, Todd Pownall and others lining up to run in the GOP Primary for the post of Chairman. I don't know if I will be voting in the Republican primary so it would be very premature to comment on matters of support or opposition. I will say that I suspect that others may enter the race and that raises the prospect of a runoff election for the post in the GOP

The issue in the revolutionary war was taxation WITHOUT REPRESENTATION. They petitioned the crown for representation but were rebuked and the house of commons continued levying taxes. The whole idea of modern representative democracies is that process is established and adhered to. If you want to change the process, you don't just declare that the process is changed. I'm afraid Todd's effort to grab power by trying to turn a consent agenda item into a formal requirement to approve the Chairman's appointees will end in defeat. Being primarily of Scots Irish descent and growing up in a place adjacent to the location these authors described as Appalachian region - I grew up in the Old South - I had always wondered why those in the mountains in Georgia and the Ozarks in Arkansas and even the entire place we now call West Virginia, chose to align with the Union in the Civil War. The individualism and culture that is dominant (not universal) in the Appalachian cultural region seemed to address that question and lent credibility, in my mind, to the thesis of the authors. That said, it is you that it is turning it personal Why don't you argue that the law, written in 1962, forsees the board of commissioners at five men and asserts that there is an advise and consent appointment procedure written into the law creating the county ... Actually there is precedent for the chairman having the exclusive right to appoint members to the IBA. First, The IBA was created in 1962. In 1962 there was but one elected county leader - called an ordinary. He was in effect the county superintendent and that elected official was given the power to appoint specific members of the IBA ... and serve on the board along with the mayors and other named individuals. Paulding did not get a three man board of commissioners until the 1980s and it wasn't expanded to five commissioners until 1998 (If memory serves.) The law creating the IBA -

But the SCOTUS the ability to order busing, building of prisons, and affirm awards by lower courts, and, among other things, said income taxes were constitutional.
