    Paulding county really didn't need an airport, in part because we have industry (and didn't) that would utilize it like those companies in Cobb (with its 55% business/industrial investment percentage of the county digest - ours being a paltry 16% maybe). But there was a push to have an airport and I don't think it was being pushed locally. Rather the FAA wanted it as an alternative landing area for HJIA in the event of some unknown disaster. Some members approach conflict on a purely personal level, others just don't want to be bothered with it and others just are bothered with conflict, regardless of its type.     The rules for independent candidates require they collect the signatures during a specific time period ... about 28 days in the heat of July, if memory serves. The total number of qualified signatures is somewhere around 875 but to be sure that number is attained, it is generally conceded you need to collect something like 2000 total. Part of the reason is if, for instance, I sign the petition and I'm registered as George Patton Hughes and I sign as George P. Hughes, even though I'm the same person, the signature doesn't count.     Actually it was not puffery to assert that foreign nationals have been an integral part of the United States military since revolutionary times. The image of 'illegal immigrants' as being eligible is obviously overstated and the current program, while it expands the pool from just those with legal immigrant/resident status to those here legally under a visa including student visas - particularly with their language skills - would seem to make sense.     "on the hook for basically everything?" No ... they are on the hook for the expenses that are presumably reimbursed by 90 percent FAA money ... i.e. things like fences and taxiway concrete. In contrast those expenses that are associated with the marketing and daily operations of the facility for both consumers and for those who will bring businesses - expenses that aren't FAA reimbursable - are not on our dime at all. Additionally costs of security and operations of the facility - electricity, etc - are all out of the pocket of the people who have the responsibility to run the airport.
